About the Job

The Monitoring, Evaluation, Research and Learning (MERL) Data and Systems Officer will be responsible for managing programme data, ensuring data quality, and overseeing organisational data systems and mobile applications that support monitoring, evaluation, learning, and reporting. The role will ensure that accurate, timely, and reliable data informs decision-making, donor reporting, and organisational learning.

Key Responsibilities

MERL Data Management

  • Collect, clean, verify, and manage Seriti and programme data in line with approved MERL frameworks.

  • Prepare regular MERL reports, summaries, and data visualisations for stakeholder reporting.

  • Develop and implement data quality assurance processes, tools, and controls.


Systems Oversight and Administration

  • Serve as the system administrator for digital tools used across the organisation.

  • Support system integration and alignment across programmes, and operations data, where required.


Capacity Building and Support

  • Provide ongoing technical support and troubleshooting for data systems.

  • Develop user guides, manuals, and standard operating procedures to support effective system use.


Risk Mitigation

  • Identify emerging data and systems risks and alert management timeously.

  • Ensure that data is securely backed up and that data recovery plans are in place.

Requirements

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Information Systems, Social Sciences, Data Science, or a related field.

  • A minimum of 3 to 5 years of designing, implementing, and operating project M&E and data systems from project inception to closeout stages.

  • Knowledge of the major Evaluation Methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and Data Collection and Analysis Methodologies.

  • Experience in developing and Refining Data Collection tools and in Planning and Managing Surveys.
