About the Job

The Country Liaison Officer will act as a bridge between ONE and high-level officials in the Ministries of Health, Finance, and other critical institutions. This individual will play a pivotal role in advancing ONE’s support to Sierra Leone’s health financing agenda by providing technical advice, facilitating strategic engagements, and ensuring that ONE’s advocacy is grounded in country realities. They will also be responsible for maintaining ONE’s strong reputation as a constructive and credible partner in-country, helping to unlock opportunities and resolve challenges that may arise in government relations.

Key Responsibilities

Government Engagement & Representation

  • Serve as ONE’s primary liaison with government officials in Sierra Leone, particularly the Ministries of Health and Finance.

  • Facilitate high-level meetings, dialogues, and collaborations between ONE and government stakeholders.

  • Represent ONE with professionalism, diplomacy, and credibility, maintaining a strong organizational image.

  • Identify and help resolve challenges or bottlenecks in government engagement that may affect progress on ONE’s agenda.


Relationship Building & Advocacy

  • Leverage existing networks and build new relationships to advance health financing reforms and advocacy priorities.

  • Support the Director and team in designing and executing country-specific advocacy strategies.

  • Collaborate closely with ONE colleagues across Africa and globally to ensure alignment of approaches and strategies.


Technical Advice & Policy Support

  • Provide technical advice on health financing and economic issues to government counterparts, the ONE team, and partners.

  • Provide judgment and advice on sensitive political and policy issues.

  • Contribute to the preparation of high-level briefing notes, presentations, and policy documents.


Intelligence & Strategy Development

  • Generate timely country intelligence on policy, political, and financing developments to ensure strategies remain informed and contextually relevant.

Requirements

Qualifications & Experience

  • Preferred: advanced degree in economics, public health, public policy, or a related field

  • At least 12 years of professional experience, including direct engagement with senior government officials.

  • Strong and established relationships with the Government of Sierra Leone, particularly in health and finance sectors.

  • Deep knowledge of health financing, economics, and health systems within Sierra Leone and the broader African context.

  • Demonstrated ability to operate effectively in politically sensitive environments with discretion and integrity.

  • Excellent communication, negotiation, and interpersonal skills, with a proven ability to influence and persuade senior stakeholders.

  • Strong strategic thinking and problem-solving skills, with the ability to provide clear and actionable advice.

  • Track record of successfully facilitating partnerships, meetings, and collaborations.

  • Experience producing high-quality policy briefs, talking points, and technical documents for senior audiences.

  • Highly organized, with the ability to manage multiple priorities and deliver in a fast paced environment.
