

About the Organisation
One to One Africa (www.onetooneafrica.org) is an innovative and impactful Non-Profit organization, which was founded in 2015 by One to One Children’s Fund in the United Kingdom (www.onetoonechildrensfund.org). There has been a presence in South Africa for 20 years - from an initial project with Groote Schuur Hospital supporting the ART rollout, the co-founding of PATA in 2005 and community health development in the Eastern Cape in subsequent years. Their aim is to INNOVATE by setting up new evidence-based projects, ESCALATE the projects to scale in accordance to the needs of the community, and GRADUATE to handover to government or by setting up local NGOs, thus being free to expand to new areas of innovation and action research.
About the Job
The position reports directly to the Executive Director and will work collaboratively with the Programmes team. The Head of Impact will oversee the Impact, Monitoring, Evaluation & Learning Department of the organization. He/She will be responsible for developing Impact frameworks that will drive and measure the impact of OTOA programmes. The Head of Impact will also be responsible for managing data quality assessments, assessing the quality of indicators, and facilitating learning events, alongside supporting the wider team to operationalize impact within day-to-day activities.
Key Responsibilities
Impact creation and management
In collaboration with the programmes team, develop an organizational impact strategy that includes impact frameworks for all OTOA programmes.
Document OTOA’s theory of change and delivery.
Develop an organizational culture of measuring impact
Develop a strong Impact Measurement & Management System
In collaboration with the Programmes team, develop key performance and impact indicators and set targets for all programmes.
Lead in the development and implementation of appropriate plans to monitor progress, evaluate outcomes, and disseminate achievements.
Programme Impact management
Develop and oversee data flow pattern for programmes, to ensure timely data collection and reporting
Maintain local data collection systems, ensuring that all necessary information from routine reporting are collected and analysed to be used in guiding internal project planning.
Ensure an ethical approach to the collection and reporting of measurement data.
Support to Research & Learning
Developing data collection tools for Monitoring and Evaluation purposes.
Support the Programmes unit by conducting appropriate analyses of various data elements.
Oversee and/or conduct targeted evaluations, including design, data collection, management and analysis.
Fundraising/Business Development
Providing support to proposal development for impact and MERL components.
Actively participate in the organisations business development initiatives.
Flickswitch Sim Control System Management
Manage Flickswitch Sim Control System to ensure smooth disbursement of data bundles to OTOA Users
Check and approve monthly Flickswitch invoices and submit to Finance Department for payments
Monitor data usage on Flickswitch to avoid misuse of data by programme field staff and recommend appropriate action where such cases are identified
CommcareHQ App Development Support
Support the in-house App Development Consultant in developing new Commcare Apps or updating existing Apps for OTOA programmes
Liaise with Dimagi in cases where support is required including National Department of Health IT related issues
MERL and Impact Budget Management
Oversee and manage the budget for the MERL and Impact Department
Liaise with the Head of Finance in revising budgets and aligning to current needs
Participation in OTOA Internal and External Meetings
Sustainability/Succession Planning
Identify and mentor potential successors within your team or department
Contribute to the development of succession planning frameworks
Ensure knowledge transfer and continuity in key functions under your leadership
Requirements
Master’s degree in a relevant field plus 5-7 years experience in MERL within an NGO context or
Equivalent postgraduate qualification/s in relevant field plus 10 years experience in MERL.
Experience in project management (including basic finance skills) within an NGO context.
Strong understanding of the use of impact measurement and management techniques in the not-for-profit sector.
Experience in impact management and a track record for developing the systems, processes, performance monitoring and management i.e. impact strategies and frameworks.
Proven experience in designing, developing, and implementing theories of change and logical frameworks.
Experience working with CommCare and any other mHealth data management systems and solutions (inputting around content and end-user experience) a requirement.
Proficiency with computer and mobile phone technologies and data visualization software e.g. PowerBI.
Experience with impact measurement, monitoring and evaluation – collecting and analysing both quantitative and qualitative data using a range of evaluation methods and skills.
Experience facilitating trainings or workshops will be an advantage.
Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail.
Demonstrated ability to build, manage and maintain excellent working relationships at all levels of an organisation and foster a collaborative work environment. Experience with writing engaging communications that are accessible to a diverse audience ranging from NGO practitioners, policy makers, community members and the general public. Experience of social media and website communications is an advantage.
Fluency in English is a requirement (fluency in local languages is an added advantage)
