The International Institute for Democracy and Electoral Assistance is an intergovernmental organization with 35 member states hailing from different continents around the world. International IDEA aims to support sustainable democracy worldwide, doing so, inter alia, by working with both new and long-established democracies to strengthen the institutions and culture of democracy and enhance the rule of law. Located at the interface of research and practice, International IDEA serves as a forum for dialogue and uses comparative experience and analysis to identify good practices for democracy-building. It also produces knowledge tools and practical guides for democracy support. International IDEA will be managing the “EU Support to End Sexual and Gender-Based Violence (ESGBV) in Nigeria” programme. This programme aims to reduce Sexual and Gender-Based Violence (SGBV) in Nigeria by strengthening laws and policies, expanding survivor-centered essential services and driving positive social-norm change. It will ensure that people in all their diversity with particular attention to women, girls and the most vulnerable have their rights promoted and protected from all forms of violence through legislation and effective enforcement, while improving the rule of law, tackling impunity, and enhancing access to justice through a more independent, effective, responsive, transparent and gender-sensitive justice sector. The programme also advances Sustainable Development Goals 5 (Gender Equality) and 16 (Peace, Justice and Strong Institutions).
About the Job
The Monitoring and Evaluation Officer will manage the coordination, development and implementation of the ESGBV programme results management framework. The incumbent will provide technical leadership and assistance, particularly in relation to monitoring, evaluation and reporting, facilitating coordination between International IDEA’s regional office, HQ and the donor.
Key Responsibilities
Develops monitoring and evaluation frameworks, tools, processes, and practices for the ESGBV programme that respond to both donor and International IDEA needs; Coordinates and leads the activity and outcome reporting of all programme evaluations and the monitoring of results;
Supports ESGBV planning and the compilation of partner inputs; Assists effective collaboration between the programme partners;
Supports effective collaboration between the ESGBV project managers and M&E officers;
Liaises with the EU on monitoring, evaluation, and the communication of programme results;
Checks data quality, maintains and administers the M&E framework, analyzes and aggregates data from projects to assess performance and promote learning;
Produces reports and presentations on M&E data as required; Provides advice to Component Specialists on improving project performance using M&E findings;
Coordinates with Component Specialists and State Coordinators to ensure that activities are consistent with the results of the programme and has a logical and structured system in place for capturing results;
Supports the internal and external communication of ESGBV programme results (in conjunction with the Communication team);
Leads the development and production of all reporting under the programme, including quarterly, yearly and final reports;
Participates in the continuous development of policies, guidelines, standards and tools for planning, monitoring, evaluation and results-based management in collaboration with International IDEA’s regional office, HQ and the donor;
Contributes to capacity building and training for national partners on monitoring and evaluation related processes; Provides ongoing internal training;
Conducts risk management in line with the organizational risk management policies and procedures; Contributes to the review and update of the risk register;
Supports Component and State teams to identify opportunities for case studies/stories; Quality assures case studies/stories.
Supervises the Associate M&E Officer, providing support and guidance to ensure they perform duties to the required standard; Contributes to and provides feedback in line with organizational performance evaluations and related guidelines;
Carries out other duties and responsibilities as related to the post that may be assigned from time to time.
Requirements
University degree in development studies, business administration, public policy, international development, or other relevant discipline; Advanced certification in M&E and/or statistics is advantageous;
A minimum of six (6) years of professional experience in monitoring and evaluation, responsible for implementing monitoring and evaluation activities of international development projects, preferably with a focus on support to end SGBV and violence against women in Nigeria;
Proven success in designing, implementing, and operating project monitoring and evaluation systems from project initiation to closeout stages is essential;
Demonstratable experience with EU funded projects and requirements, as well as familiarity with their processes and systems is essential;
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies is essential;
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans is considered an advantage;
Experience in planning and managing surveys on the behavioral impact of programmes implemented is considered an advantage.
Excellent communication skills in written and spoken English is required, including the ability to write concise, straight forward and jargon free material; Knowledge of another widely spoken language in an International IDEA priority region (Arabic, French, Portuguese) would be an asset.
Excellent public speaking and presentation skills, including the ability to present complex political/technical issues to non-expert audiences;
