About the Job

The Regional Programme Manager (RPM) will steer the strategic development and operational execution of TDH Germany's Africa Strategy, encompassing advocacy plans and collaboration at regional levels. The role is focused on adapting to local contexts and opportunities, aligning with the organization's core values and strategic goals. The position demands maintaining the highest quality in program implementation, including creating and refining tools and systems for project effectiveness, monitoring, and reporting, to align with TDH's impact-oriented framework.

Key Responsibilities

  • Guide the development and implementation of the Regional Strategy in line with organizational decisions, policies, and procedures.

  • Assist in the regional strategic planning process and provide necessary data for the Regional Strategic Plan formulation.

  • Develop program strategies and priorities and represent SACO in global strategic meetings.

  • Establish assessment and reporting mechanisms for program goals and propose strategy revisions as needed.

  • Enhance regional staff expertise on program management tools, systems, and relevant thematic areas.

  • Provide guidance for advocacy plan development and network for programmatic goal achievements.

  • Explore funding source diversification at various levels, including EU and global.

  • Quality Assurance: Collaborate in developing systems, tools, and guidelines to ensure quality standards and provide technical assistance for project cycle management.

  • Operational Programming and Implementation: Assist in formulating results-oriented operational plans and monitor progress against the Regional Strategic Plan.

  • Partner Dialogue: Prepare and lead action plans for partner dialogues, facilitate joint regional initiatives, and lead development of orientation modules related to strategic goals.

  • Regional Programs/Projects: Assist in developing and implementing regional programs/projects policies and maintain programs/projects database.

  • Coordinate program/project proposal reviews and ensure quality submissions.

  • Advise on strategic and annual planning for thematic issues, coordinate related activities, and facilitate learning and sharing.

  • Identify fundraising opportunities and implement communication plans for advocacy and fundraising.

  • Oversee regional performance management and capacity-building programs in collaboration with the Regional Coordinator.

Requirements

Education and Experience:

  • A bachelor’s degree in sociology, humanities, or community development is essential, with a preference for a postgraduate diploma or master’s degree in child Rights, Human Rights, or Development.

  • Over 10 years of program and project management experience, with at least 5 years in senior management within child rights-focused organizations in Southern Africa. Regional project design and strategic planning expertise are necessary.

  • Comprehensive understanding of child rights principles, programming, advocacy, and network management, as well as familiarity with the African human rights context.

  • Experience in guiding and monitoring strategic and advocacy plans.

Skills and Attitudes:

  • Proficiency in English and one other regional language; Portuguese is a plus.

  • Strong communication skills, including report writing, and the ability to engage effectively with various stakeholders.

  • Demonstrated abilities in team leadership, mentorship, conflict resolution, and problem-solving, with a commitment to child and human rights.

  • Proactive, consultative, and able to work independently with minimal supervision.

IMPORTANT: The selected candidate must commit to TDH child safeguarding code of conduct and all TDH safeguarding policies and procedures including screening the selected applicant on criminal charges on child offenses prior to contract signing and regular police clearance.
