About the Organisation

The Constitutionalism Fund (“the Fund”) seeks to commission an impact assessment study to evaluate its interventions and operating structure.

The Fund was established in 2015 by Atlantic Philanthropies (now administered by Social Change Initiative, Open Society Foundation, and the Ford Foundation with a combined investment of $25 million and a lifespan of ten years, from 2015 to 2024. Since its inception, the Fund has realized positive investments that may or may not provide an opportunity for an extension that will be informed by the impact assessment study.

About the Job

Key Responsibilities

The overall objective of the impact assessment is threefold:

  1. To determine the extent to which the Fund achieved its objectives. The Fund aspires to understand the scope of its successes, the challenges faced, weaknesses and failures experienced in the philanthropic ecosystem, the implementing partners supported, and the communities reached.

  2. To identify, in collaboration with actors from the social justice and human rights sector, the Fund’s pool of existing grantees, constitutional experts and representatives of the contributing philanthropies and other donors as well as social justice movement stakeholders, what opportunities present themselves for significant investment in advancing constitutionalism in the coming period and make recommendations on the same.

  3. To assess whether the current operational and governance structure is agile and responsive to fulfilling the Fund’s programmatic objectives.

The impact assessment outcomes and recommendations will help inform and guide the Fund in determining its niche, future work, and a robust structure for more significant impact.


Key focus of the study

The impact assessment should provide an analysis and evidence-based recommendations reflecting the following:

  1. The current socio-economic and political analysis in South Africa in terms of advancing constitutionalism.

  2. The Fund’s work and achievements thus far. (Answering questions related to the types of intentions undertaken by partner organizations and whether they managed to reach their objectives to advance constitutionalism in addition to geographic areas and reach within South Africa, amongst others). Taking the above into account, assess the overall contributions of the Fund and its investments in advancing constitutionalism in South Africa to date.

  3. An environmental scan of the changing funding landscape and the focus of other donors.

  4. Determine the priority needs and demands in South Africa to advance constitutionalism and, through internal and external stakeholder engagements, recommend important opportunities for investments in the years ahead.

  5. Recommendations regarding the focus and impact of the Fund in the future and the lifespan of the Fund, given the political/socio-economic context, and the current funding landscape.

  6. As appropriate, recommendations regarding systems and structures within the Fund to ensure maximum impact.

  7. Recommendations regarding changes or improvements to the Fund.

  8. Develop an appropriate monitoring and evaluation plan for the Fund.

Requirements

Content of Report


The final evaluation report should comprise the following sections:

  1. Executive summary.

  2. Introduction and context, which provides a brief history of the methodology employed for the impact assessment.

  3. A separate section on each of the critical impact assessment questions providing a brief discussion and a finding/s as to the Fund’s overall impacts on South African constitutionalism to date, with recommendations as to opportunities for investments in the years ahead, where appropriate.

  4. A final concluding section addressing any overarching issues or noting matters of concern that have not been addressed elsewhere in the report, but which are/may be of interest to the Fund.

  5. Appendixes indicating study participants, dates of the interviews and inception and final workshops along with any other additional information of value to the Fund.

The consultant is expected to provide the following deliverables:

  1. A detailed impact assessment plan and budget.

  2. Draft impact assessment report.

  3. Final impact assessment report.

  4. A summary report and presentation
