

About the Organisation
The Initiative for Community Advancement (ICA) is one of only two Community Foundations in South Africa and a recognised practitioner of community philanthropy on the African continent. Established in 2018, ICA evolved from the South African Youth Leaders Network (SAYLN), a national youth development organisation founded in 2010. This legacy has shaped ICA’s strong grounding in community-led development and civic mobilisation. Based in the Bergrivier Municipal area of the Western Cape, ICA operates as a permanent, place-based philanthropic institution that mobilises resources, builds a long-term endowment, and directs funding toward community priorities.
Rather than delivering services directly, ICA acts as a community-centred philanthropic intermediary, guided by its 4C Framework: Convene, Capacitate, Channel, and Contribute. Through this model, it supports locally driven development by mobilising donors and distributing grants to community initiatives. ICA currently manages five Community Affiliated Funds, has distributed more than R260 000 in grants, and collaborates with partners such as the Ford Foundation, Bread for the World, Umoya Energy, PPC Cement, and the Southern Africa Trust. It also serves as the fiscal host of a new Africa Community Foundation Initiative through to March 2027 and engages with networks including APN, IPASA, and the Southern Africa Community Foundation Network.
About the Job
We are looking for a hands-on, self-driven Programme Coordinator to lead the day-to-day delivery of the ED Programme for 12 months. The person must be comfortable managing programme implementation, working directly with small businesses, and producing compliance-grade reports for IPP funders. This is an independent role; the right candidate needs minimal supervision and must have the ability to manage multiple stakeholders with confidence.
Key Responsibilities
Implement the ED Programme according to the approved framework and IPP funding agreements, including developing and tracking a Programme Implementation Plan.
Identify, onboard, and support qualifying SMMEs — coordinating business development mentorship, training, and access-to-finance interventions.
Track KPIs and conduct regular monitoring of beneficiary enterprises; maintain a live M&E framework capturing enterprise growth, job creation, and sustainability outcomes.
Prepare and submit quarterly and annual ED compliance reports to each IPP, including expenditure statements, beneficiary data, evidence portfolios, and outcome summaries.
Maintain a compliance calendar; support IPP verification agents and audits as required.
Manage programme budgets and service provider procurement in line with ICA financial policies.
Liaise with IPPs, community structures, and enterprise support partners; represent ICA at relevant forums.
Requirements
Relevant degree (Development Studies, Business Administration, Project Management, or similar); PM qualification advantageous.
Minimum 5 years' experience in programme or project management — enterprise development, community development, or the renewable energy/IPP sector preferred.
Proven experience preparing compliance reports for IPPs, DFIs, or donor-funded programmes.
Sound understanding of the REIPPP landscape and ED/SED requirements; knowledge of BBBEE legislation a plus.
Strong financial literacy, excellent communication skills, and proficiency in MS Office.
Valid driver's licence and own reliable vehicle.
