Data Innovators team is passionate about helping organizations push data boundaries to create positive futures. We are experienced in testing innovative and fit-for-purpose approaches to M&E. Our team has both digital data solution expertise and are experienced in conducting technical assistance for various sectors including Education, Social Sciences, public health, Enterprise Development, Climate Change. The team includes statisticians, data analysts, platform developers, demographers, public health and education specialists, M&E practitioners.
About the Job
Data Innovators is looking for an innovative Monitoring, Evaluation, Research & Learning (MERL) Manager to drive and support various MERL efforts for our clients and internal projects. The MERL Manager will be responsible for leading technical and project teams; serving as a member of the Management Committee; contributing and strengthening internal policies and processes; and engaging daily with clients, partners, and other key stakeholders. The MERL Manager will also be expected to demonstrate leadership in critical activities such as providing quality assurance for various reports, outputs, and deliverables; writing thought-leadership pieces for public dissemination; and communicating feedback to all levels of the organisation.
Key Responsibilities
Management, business development and planning of a team of MERL consultants
Managing a team of strong, effective M&E consultants
Reviewing and improving MERL methodologies to ensure Data Innovators remains competitive as an advisory organisation
Providing day-to-day project management of MERL projects for DI teams and clients, covering scope, schedule, finance, risk, quality, and resourcing (which includes managing team performance and ensuring all projects are appropriately resourced)
Developing the strategy for the M&E service area with the MERL Director
Developing and updating operating templates for managing consulting processes
Coordinating the implementation of monitoring systems and designing monitoring tools
Ensuring that the DI team of MERL consultants effectively work with data platforms, databases, and select technologies to capture and organize data
Planning and quality assuring the cleaning, sorting, categorizing and organizing of data
Quality assuring the analysis of quantitative and/or qualitative data
Reviewing and finalising all reports to clients
Convening communities of practice and other organizational learning practices
Participating and organising knowledge sharing and curation activities, such as conferences and seminar
Participating in Business development efforts as led by the Business Development unit and the MERL Director
Contribution to research agenda and knowledge management
Requirements
Master’s (or working towards) degree in M&E or related field
Eight (8) years’ experience of programme evaluation
Demonstrated expertise in at least three technical M&E areas, such as building M&E systems, evaluation design, designing and facilitating M&E training, providing technical assistance
Proficiency in mixed-methods research approaches; quantitative approaches, advantage
Four (4) years’ client-facing experience
Managing multiple project teams for client delivery
Proven experience in technical writing and presentation/facilitation
Deep understanding of at least one area of the development sector (education, health, early childhood development, youth skills, etc.)
Work experience with NPOs, CSI, and funders will be an advantage
